Formation of the undergraduates contingent, students of the residency is carried out by placing a state educational order for the training of scientific and pedagogical personnel, as well as payment for training at the expense of the citizens' own resources and other sources.
To citizens of the Republic of Kazakhstan, the state ensures the right to receive free postgraduate education on a competitive basis in accordance with the state educational order, if they receive education of this level for the first time.
Stateless persons who are permanently residing in the Republic of Kazakhstan may receive a free postgraduate education on a competitive basis in accordance with the state educational order, if they receive the education of this level for the first time.
Training of foreigners in the magistracy and residency is carried out on a fee basis. The right to receive by foreigners on a competitive basis in accordance with the state educational order of free postgraduate education is determined by international treaties of the Republic of Kazakhstan.
Admission of persons to the master's program and residency is carried out on a competitive basis based on the results of the entrance examinations.
Persons who have international certificates confirming the proficiency in a foreign language in accordance with the European competencies (standards) for the possession of a foreign language are exempt from the entrance exam for a foreign language in the magistracy and residency for the following examinations:
- English: Test of English as a Foreign Language Institutional Testing Program (TOEFL ITP - not less than 460 points), Test of English as a Foreign Language Institutional Testing Program Internet-based Test (TOEFL IBT - at least 87 points), (TOEFL - not less than 560 points), International English Language Tests System (IELTS, threshold score - not less than 6.0)
- German: Deutsche Sprachprfung fur den Hochschulzugang (DSH, Niveau C1 / level C 1), TestDaF-Prufung (Niveau C1 / C1 level)
- French: Test de Francais International (TFI - not lower than level B1 for reading and listening sections), Diplôme d'Etudes en Langue français (DELF, level B 2), Diplôme Approfondi de Langue français (DALF, level C 1), Test de connaisances de français (TCF, threshold score - not less than 400).
Admission to the magistracy and residency, specifying the specialties of training, shall be announced through the mass media not later than fifteen calendar days before the date when the documents are accepted.
Acceptance of applications entering the magistracy and a residence is conducted from July, 3 till July, 31st.
Entrance examinations for magistracy and residency are conducted from 10 to 20 August, enrollment - until 28 August.
In the magistracy and residency are accepted by persons who have mastered the educational programs of higher education.
To receive documents and organize the conduct of entrance examinations in JSC of "SKMA" selection commitee. The chairman of the admissions committee is the head of the university.
The membership of the selection committee is approved by the order of the head of the university.
Persons entering the master's program and residency submit the following documents to the university:
1) an application to the head of the organization where the city is marked, where they will take the entrance examination in a foreign language or complex testing in a profile magistracy with the English language of instruction;
2) a copy of the higher education document;
3) certificate of completion of the internship (for admission to the residence);
4) a copy of the certificate of passing the test according to the programs indicated in the section "General provisions" of these Rules (if any);
5) a personal sheet on personnel records and a document confirming employment (for persons who have worked experience);
6) six photos in the size of 3x4 centimeters;
7) medical certificate form 086-U;
8) a copy of the identity card;
9) list of scientific and scientific-methodical works (in case of their availability).

Persons who received documents on education in foreign universities, for admission to the magistracy and residency in accordance with the received level of education and the profile of training, must pass the procedure for the recognition or nostrification of documents on education.
Documents on education issued by foreign educational organizations are recognized on the territory of the Republic of Kazakhstan in accordance with international treaties (agreements).
Persons entering the magistracy and residence pass the entrance examinations:
1) in one of the foreign languages of choice (English, French, German);
2) in the specialty.
Foreigners entering the magistracy and residency on a paid basis take the entrance examinations:
1) in one of the foreign languages of choice (English, French, German);
2) in the specialty.
For the period of the entrance examinations to the magistracy and residency examining / appellate commissions on specialties are created.
Examination commission on the specialty is formed from among the staff of SKMA, having a degree in the relevant specialty.
The composition of the examination committee on the specialty is approved by the order of the head of the university.
Entrance examinations are conducted orally (resident) and in the form of computer testing (magistracy).
To conduct examinations, the graduating department develops the Program of the entrance exam for discipline / specialty and is approved by the vice-rector for scientific and clinical work (form 044 / 250-01-2017).
Evaluation is carried out according to the grading system of knowledge assessment in accordance with the order of the Ministry of Education and Science of the Republic of Kazakhstan No 506 of 01.11.2010 "On Amendments to the Order of the Ministry of Education and Science of the Republic of Kazakhstan from March 18, 2008 No.125" On Approval of the Model Rules for Conducting Current Monitoring of Academic Progress, intermediate and final attestation of students ".
When conducting an oral examination, examination tickets are formed from at least three questions. To conduct entrance examinations in the form of computer testing, the Bank of test tasks (BTT) is created in the disciplines of educational programs.
BTT for the disciplines is developed by the faculty of the faculty of the department, is approved at the meeting of the department, is reviewed, and is examined by the commission for intra-university quality control. The expert conclusion of the IUQC is submitted to the computer-test publishing center (CTPC).
The content of the test assignments must comply with the State Compulsory Education Standard and the Work Program for the relevant discipline.
Computer testing is carried out in specialized classes of the Academy's CTPC, whose workplaces meet the established software and technical requirements. The responsibility for carrying out computer testing (the readiness of computer classes, the technical condition of computers, the uninterrupted operation of the computer program, the timely commencement of the exam, the discipline of operators) is entrusted to the head of the CTCP.
The presence of persons not participating in the examination procedure is not allowed.
Upon completion of the testing, an examination list is issued.
Entrance examinations in a foreign language are conducted according to the technology developed by the National Testing Center of the Ministry of Education and Science of the Republic of Kazakhstan.
Retake of entrance examinations in the year of their surrender is not allowed.
In order to ensure compliance with common request and the resolution disputes, an appeal committee is created.
The composition of the appellate commission at the university is approved by the order of the chairman of the admissions committee.
Appeal commission is created to consider applications of persons who do not agree with the results of entrance examinations.
The Appeal Commission accepts and examines applications from persons entering the magistracy and residency for the content of exam materials and for technical reasons.
The Appeals Commission makes a decision to add points to the person who appeals the results of the entrance examination in the specialty.
An application for appeal shall be filed in the name of the chairman of the appellate commission by a person entering the magistracy and residency. Applications for the content of exam materials and for technical reasons are accepted until 13.00 hours the day after the announcement of the results of the entrance examination and are considered by the Appeals Commission within one day from the date of submission of the application.
When the application is considered by the appeals committee, the person who filed the appeal presents an identity document.
Decisions of appellate commissions are taken by a majority of votes of the total number of commission members. In the event of a tie, the vote of the chairman of the commission is decisive. The work of the appeal commissions is formalized by a protocol signed by the chairman and all members of the commission.
Enrollment in the number of undergraduates, students of the residency is carried out by the admission committee.
For training on the state educational order, the persons who scored the highest scores on the sum of entrance examinations in foreign languages and in the specialty:
1) for scientific and pedagogical magistracy not less than 150 points;
2) for profile magistracy and residency no less than 130 points, including at least 30 points in a foreign language.
Persons who have certificates for passing the test in a foreign language (English, French, German) listed in the "General" section of these rules will be counted the highest score on the 100-point scale of assessments (Form 044 / 250-04-2017).
In the case of identical indicators of competitive scores, the persons who have the highest rating in the specialty receive the priority right when enrolling, in the case of the same indicators of the entrance examination in the specialty, the persons who have the highest rating in a foreign language receive the preemptive right. After that, scientific achievements corresponding to the profile of the chosen specialty are taken into account: scientific publications, including in rating scientific publications; certificates of scientific development; Certificates on the award of scientific grants, grants; Certificates / diplomas for participation in scientific conferences and competitions.
The enrollment of persons for targeted training of masters in accordance with the state educational order is carried out on a competitive basis among persons applying for this training.
Undeveloped places on the state educational order, including targeted ones, are returned to the authorized educational authority for further redistribution between higher educational institutions.
The institution submits to the educational authority within 10 calendar days the final report on the organization and conduct of the reception, as well as copies of orders for admission to the magistracy and residency under the state educational order.
