ADMISSION RULES FOR TO STUDY IN BACHELOR IN SKMA



1. Present Admission Rules for training in SKMA are developed in accordance with Model admission rules in educational organization, implementing study programs of higher education approved by the Decree of the Government of the Republic of Kazakhstan.

2. People who have a general secondary (secondary general), technical and vocational (primary or secondary vocational), post-secondary, higher (higher vocational) education are admitted to SKMA .

3. Admission of persons getting into SKMA is carried out through state educational order (educational grants), as well as tuition fees at the expense of citizens’ own means and other sources.

Citizens of the Republic of Kazakhstan are entitled to get free higher education on a competitive basis in accordance with state educational order, if a citizen of the Republic of Kazakhstan gets it for the first time.

Persons without citizenship permanently residing in the Republic of Kazakhstan are granted the right to get free higher education on a competitive basis in accordance with state educational order, if they get education of this level for the first time.

The right to get free higher education on a competitive basis by foreigners in accordance with state educational order is determined by international treaties of the Republic of Kazakhstan.

4. Admission of persons getting into SKMA is carried out based on their applications on a competitive basis in accordance with the points of the certificate issued on the basis of the results of the unified national testing (hereinafter - UNT) or complex testing (CT).

Competitive examination for educational grant is in accordance with the Rules for giving educational grant for payment of higher education approved in accordance with subparagraph 5) of Article 4 of the Law of the Republic of Kazakhstan “On education”.

5. UNT is held for graduates of educational organizations who have mastered secondary curricula of general secondary education in the current year, as well as graduates of comprehensive schools with non-Kazakh and non-Russian languages, graduates of republican music boarding schools.

CT is held for graduates of organizations of general secondary education (secondary general) of past years, graduates of technical and vocational (primary and secondary vocational), post-secondary education organizations, graduates of secondary schools, trained through international exchange of schoolchildren abroad, as well as persons who graduated abroad.

6. For UNT participants, who have not obtained the threshold score, set out in the paragraph 17 of these Rules, participants with cancelled results and individuals who did not take part in UNT, UNT will be held again in order to enter SKMA on a fee basis.

7. For participants of CT who have not obtained the threshold score, set out in the paragraph 17 of these Rules, participants with cancelled results and individuals who did not take part in CT, CT will be held again in order to enter SKMA on a fee basis.

8. Persons who have not obtained the threshold score, set out in the paragraph 17 of these Rules, according to the results of UNT or CT provided by paragraphs 6 and 7 of these Rules, are admitted to SKMA on a fee basis.

UNT or CT is held again for such persons after the completion of the first academic period in SKMA . Persons, who have not obtained the threshold score, set out in the paragraph 17 of these Rules, according to the results of this UNT or CT, are expelled from SKMA .

9. Admission of persons getting into SKMA to study on a fee basis is carried out according to the results of UNT or CT.

Admission in SKMA of persons with technical and professional, postsecondary education (colleges) on related specialties on shortened study programs with accelerated training period on a fee basis is carried out according to the results of CT.

The list of related specialties is approved by the authorized body in the field of education.

Admission in SKMA of persons with higher education on training in reduced terms on a fee basis is carried out by the Admission Committee of SKMA .

10. The admission of foreign citizens to study at SKMA on a fee basis is based on interview results conducted by Admission Committee of the university.

11. UNT or CT is held on the basis of the site of conducting the UNT or in basic higher educational institutions, list of which is approved by the authorized body in the field of education.

12. Rules of conducting UNT and CT are approved by the authorized body in the field of education.

13. The list of specialties with core subjects of UNT or CT is approved by the authorized body in the field of education.

14. The list of specialties with general and core subjects of CT is approved by the authorized body in the field of education.

15. Enrollment of students in SKMA is conducted by the Admission Committee of SKMA from 10 to 28 August.

Applicants, except their application for admission, should enclose a document on general secondary, technical and vocational (primary or secondary vocational), post-secondary or higher (higher vocational) education (original), 6 photographs of 3x4 size, 086 -U medical certificate with fluorography, UNT or CT certificate (original), ID card (copy), as well as the certificate of giving an educational grant (if any) for Admission Committee of SKMA .

Persons who have documents on education of educational organizations that implement study programs of technical and vocational, post-secondary education, who have confirmed their qualifications and have worked for at least one year, should additionally enclose one of the following documents:

1) employment record book;

2) employment sheet (a list of information about the work, work activity of the employee), signed by the employer, certified by the seal of the organization (if any);

3) archive transcript containing information on the employee’s career.

To be enrolled in SKMA in accordance with paragraph 8 of these Rules, it is necessary to enclose the documents on general secondary (secondary general) or technical and vocational (primary or secondary vocational), post-secondary education (original), 6 photographs of 3x4 size, 086-U medical certificate with fluorography, UNT or CT certificate (original), ID card (copy) to application for Admission Committee.

16. Persons who received the certificate on award of educational grant are enrolled by the order of the Rector of Academy.

17. Graduates of educational organizations implementing study programs of general secondary education or technical and vocational (primary and secondary vocational), post-secondary education, graduates who have passed UNT or CT and scored at least 50 points on the test results for the specialties “Pharmacy”, “Technology of pharmaceutical production”, “Public health”, “Medical and preventive care”, “Nursing”, for the specialty “General medicine”, “Pediatrics”, “Stomatology” - at least 65 points, including at least 5 points in - History of Kazakhstan, mathematical literacy, literacy of reading - language of study and at least 15 points for each core subject (Biology and Chemistry) are enrolled at SKMA for fee-paying education.

Graduates of educational organizations implementing study programs of technical and vocational (primary and secondary vocational), post-secondary education, graduates entering relative specialties on short study programs with accelerated training period and who have passed CT and scored at least 35 points, including at least 5 points in general subject and at least 13 points in core subject are enrolled at SKMA for fee-paying education.

Persons who have obtained the threshold score, set out in this paragraph according to the results of UNT or CT, provided by paragraph 8 of this Rules, apply to the rector of SKMA on admission to higher education on a paid basis.

The application shall be attached by the certificate of UNT or CT, a copy of transcript signed by an authorized person and sealed.

18. Admission in SKMA is conducted separately by specialties and language sections.

19. If applicant legalizes educational loan issued by second tier banks, he/she is admitted to the number of students in SKMA , when submitting appropriate certificate from the bank about documents being under consideration.

In that case applicant is given a delay on payment of the amount set out in the contract for providing educational services and subject for payment before enrollment of the citizen, at the time of registration of the educational loan, but not exceeding four weeks since obtaining certificate from the bank.

20. Documents submitted in a foreign language must have a notarized translation into state or Russian language.

Documents about education issued by foreign educational organizations, undergo the notification procedure in the manner prescribed by law after enrolment for the first semester of training.

21. Issues not regulated by these Rules are solved independently by the Admission Committee of SKMA.
